I was wondering if the Canon PowerShot can do time-lapse like seen in this picture: http://www.crosland.com/images/pr/Night_…
I’m thinking about getting it but I want a camera that can do time lapse.

Yes the Canon SD790 IS can do Time Lapse animations.
However, the image you provided isn’t “Time Lapse.” The image you provided used a slow shutter speed.
The SD790 IS has a shutterspeed as slow as 15 seconds, which means the camera will capture movement for 15 seconds (the light trails of the car going around the parking lot).
In order to achieve this effect, you must:
    1. Attach the camera to a tripod
    2. Set the SD790 IS to a shutter speed of 15 seconds
    3. After you press the shutter, ensure the camera stays completely still (this is what the tripod is for)
You can see an example of “Time Lapse” here: http://en.wikipedia.org/wiki/Time-lapse
    Hope that Helps :)
    Best Regards,

No idea if that camera has a “bulb” setting or not. Normally that takes a SLR camera. When I do such night shots with my Pentax SLR I also use a wired remote and the camera on a good sturdy tripod. The same is true when I shoot fireworks. It requires a camera where you can open the shutter for a long time and then close it with the next click. Thanks to the other Dusty for above re time lapse as I misunderstood the question, though what I said re bulb setting is still true. It was the photo that confused me as that is not time lapse.
