If you take pictures of a … for example of a slow moving bus with a Canon Powershot SX10 IS during the daylight will the picture come out clear?
Also what about taking a photo of a parked car or bus with out flash at night with snow? will it come out clear and will snowflakes be easily visable in the photo?

During the day probably, the shutter speed should be fast enough. At night its different because you need to use a slower shutter speed. The aperture is not going to be wide enough, especially without a high ISO to get a fast enough shutter speed at night. Because of the small sensors on point and shoots high ISO cause large amounts of noise. To make snowflakes appear visible is difficult at night, especially with a long shutter speed because they wont collect enough light to show up, your picture may just take on a hazy sort of look. An off camera flash will do the trick but that requires an investment of at least a few hundred to get started.
Yes it will come out clear when you take moving picture, just select the sports mode, and it should shoot the moving image easily.
