Did you try reading the manual? Every Canon I've ever owned came with a manual, which contained specific instructions on how to adjust shutter speed.

The Canon S3 IS should have a 'TV' setting on it's main control dial. This stands for 'Time Value'. In TV (or in M: Manual Mode), you can adjust the Shutter Speed. Your LCD should change to reflect the mode you are in. Using the selector button (on the back, right side of the camera, near where your thumb would rest), you can scroll through shutter speeds ranging from 15-1/3200th of a second. The LCD should show yellow numbers to indicate your shutter speed.
In TV mode, the camera will still automatically adjust your aperture (f-stop) to balance out your exposure. In M mode, you must adjust your aperture to keep the exposure balance where you want it.
