Every point and shoot has some shutter lag. But the S5 is pretty good in that dept. (I own it and love it).
It's a great intro to digital photography imo.
While it's not an SLR, it does offer quite a few manual features, and it's fun to use.
You'll see some noise with higher ISO settings (actually past ISO 200 in low light........which really sucks....), but it has great flash coverage, and your flash settings are adjustable.
If you decide to get this one, make sure you get yourself a tripod along with it. The latter will do alot for portrait (puppy) shots should you want to experiment with the camera's different shutter and exposure settings.

S5 is an advanced point & shoot, i think it too big for you. Try to take some ( standard ) or ( sleek & slim ) camera.

What you are referring to is actually 'Shutter Lag' and not, Shutter Speed. And, there is no such thing as a Powershot 'Pro' series S5 IS. It's just the Powershot S5 IS.
It's basically a point & shoot camera which also happens to have full manual controls and a 12x optical zoom lens.
It's a quick enough camera, but you will probably be very disappointed with it's low-light indoor shots (anything over ISO 200-400 has way too much noise).
A better camera for 'getting into photography' is a dSLR, such as the 400D (XTi) or 450D (XSi). With the right lens, you will have no trouble shooting indoors, handheld and without flash.
And, these cameras don't even have to worry about shutter lag...because they have none. But, I doubt if you're ready for a dSLR...
The S5 IS should be ok as long as you keep the ISO very low and make sure you have plenty of available light.
