On the hard drive, I use a folder structure to keep everything organized by date. So I have a folder 'pictures', and inside that I have a folder for each year, and inside those I have folders that start with the date (month-day) and include a short description. I personally use ACDSee to browse though my pictures, but this isn't free. Picasa is very nice free software (it's from Google).
