My camera is under a year old and the lens will not retract fully into the body of the camera. It also will not focus to take a picture. Is it worthwhile to send it to a Canon Service Center, or should I take it elsewhere?

If you did not drop it or abuse it in any way, it should be covered by the warranty. Call Canon at 800-OKCANON and ask them what you should do.
You see since its under a year old you better take it to the authorized center since you can avail of the warranty. Also the problem looks quite serious to me as you are not able to focus. But please make sure you go to a genuine canon service station.
