The fastest shutter speed is 1/3200.
If you don’t want blurry images, you need to do more than just set the fastest shutter speed. In dim lighting, your images won’t come out right or the camera will give out of range readings.
Instead, as the light dims, you first need to increase your sensor sensitivity by increasing the ISO. The S3 IS has a maximum ISO of 800.
Next, instead of setting the fastest shutter speed, I would suggest choosing the icon for the running person. That’s the sports mode. It’s just above the “SCN” on your control dial. It will give you the fastest shutter speed that will still properly expose and set it all automatically.
    Hope that helps!

1/3200 sec and it has shutter priority too, so you can shoot at the highest shutter speed as long as you have enough light. At ISO 800, you may find that at night you still will not have enough light. Try shooting during the daytime just to see how it works
I guess you have nailed the shutter lag on that camera so timing the shot is not a problem.
